- ***RFI Response*** The company engages in environmental construction which involves installing geosynthetic products, including pipes, to aid in the flow of underground fluids and gases. The company focuses on solid waste and power projects. The job description portion that states, "installing geosynthetic materials to include pulling liners into place for welding activities," is inclusive of, but not limited to, installing liners and HOPE piping on construction sites. Installing this type of liner is necessary before piping can be installed and welded. This is typical work for fluid/gas pipeline installation projects, which fall under the umbrella of construction work. The job duties involved also include moving sand bags, materials, and supplies associated with this type of work. The O*Net code for Construction Laborers is the appropriate code because workers will be performing tasks involving physical labor at construction sites and operating hand and power tools. The job description on the Prevailing Wage Request lists out the specific job duties to be performed by the requested workers in this field. While narrowly focused, the individual tasks performed in this occupation are substantially the same as that of a general construction laborer.
