RFI response: Clarification of Demolition-Related Duties With respect to the statement in Item F.a.2 that Construction Laborers “participate in demolitions” and “operate and care for construction equipment and machines,” the employer clarifies that Construction Laborers do not perform demolition work involving heavy machinery, powered demolition tools, or specialized equipment. All demolition activities that involve saw cutting, mechanical breaking, or removal of concrete or structures are performed exclusively by separately qualified equipment operators or skilled trades. Construction Laborers participate in demolition activities only in a supportive, manual labor capacity after mechanical demolition has been completed by others. Their tasks are limited to hand cleanup and site support, including collecting loose debris, removing small broken pieces of concrete or material left behind by equipment, sweeping and clearing work areas, and preparing surfaces for subsequent construction activities. These duties are performed using basic hand tools such as shovels, brooms, rakes, and wheelbarrows. Construction Laborers do not operate construction equipment or machines such as saws, breakers, loaders, excavators, backhoes, or other powered or motorized equipment. They do not perform equipment maintenance beyond basic housekeeping, such as keeping work areas clear of debris. No specific make or model of equipment applies to Construction Laborers because they do not operate machinery. Their role is limited to general manual labor consistent with SOC 47-2061. Clarification of Sewer, Water, and Storm Drainpipe-Related Duties Regarding the statement in Item F.a.2 that Construction Laborers “install sewer, water, and storm drainpipes,” the employer clarifies that Construction Laborers do not perform pipe installation, alignment, connection, testing, or technical placement of utility systems. All pipe installation work is performed by licensed plumbers, pipefitters, or other skilled utility workers. Construction Laborers assist these skilled workers only by performing general manual support tasks associated with utility installation projects. These tasks include carrying pipes and fittings to the work area, handing materials and tools to skilled workers, backfilling trenches after pipe installation has been completed by others, spreading bedding material as directed, and performing site cleanup. Construction Laborers do not connect pipes, seal joints, operate trenching equipment, or perform grading or technical installation work. The tools used by Construction Laborers for these tasks are limited to basic hand tools such as shovels, rakes, brooms, and wheelbarrows. They do not operate trenching machines, compactors, loaders, or other powered equipment, and no make or model of equipment applies to their role. Their duties remain strictly supportive and manual in nature, consistent with the Construction Laborer occupation under SOC 47-2061. Original JDs: Perform a variety of manual labor tasks at concrete construction sites. Prepare sites for placing of concrete by loading and unloading materials, running string-lines, cutting wood with skill saw, and using sledgehammers to pound stakes into the ground. Excavate, dig, and level earth using shovels, plate packers, and air hammers. Perform blowing, chipping, shoveling, demolition, and excavation work to remove debris and prepare surfaces. Assist with placing concrete using wheelbarrows, concrete rakes, and shovels. Clean up job site and dispose of waste materials.
