Job Duties:
***RFI Response*** The employer respectfully submits the following clarification of the job duties listed in Item F.a.2 of the Form ETA-9141. The duties described below reflect general labor support functions performed under supervision and are consistent with the tasks customarily assigned to Construction Laborers (SOC 47-2061). These workers do not perform skilled trades work, do not operate heavy machinery, and do not perform rebar, finishing, or cement mason duties, which are handled by separately qualified workers. Excavating Footings and Leveling Earth to Grade Specifications: Construction Laborers assist with excavation activities by performing manual, non-skilled tasks under the direction of supervisors and skilled workers. This includes hand digging and removing soil using shovels, picks, rakes, and wheelbarrows, as well as spreading, leveling, and compacting soil by hand to prepare areas for footings. Laborers measure approximate depths using basic hand tools such as tape measures or grade stakes and move excavated material away from the work area. Construction Laborers do not operate excavators, trenchers, or powered earth-moving equipment. All mechanized excavation and grading is performed by separately qualified equipment operators. The laborers’ role is limited to manual site preparation, cleanup, and material handling consistent with general construction labor. Positioning Aluminum Wall Forms and Placing Concrete: Construction Laborers assist with concrete placement activities by moving, positioning, and holding lightweight aluminum wall forms as directed by supervisors. This includes carrying forms to the work area, aligning them into place, inserting pins or clamps, and holding components steady while skilled workers secure and adjust them. Laborers use hand tools such as hammers, wrenches, and basic alignment tools for these support tasks. When concrete is placed, Construction Laborers assist by guiding chutes, spreading wet concrete with shovels, and vibrating forms using handheld tools, strictly under supervision. They do not perform concrete finishing, surface smoothing, structural reinforcement, or rebar installation. All skilled concrete work, finishing, reinforcement, and quality control is performed by separately qualified cement masons, finishers, or ironworkers. ***Original Duties*** Residential and commercial concrete construction. Measure and layout footings and foundation. Excavate footings and level earth to grade specifications. Position aluminum wall forms and place all concrete. Clean up site.
